Rochester: Passed away peacefully on August 16th, 2017, at Highland Hospital, surrounded by family. Jacque embodied many things; a loyal and adoring wife, mother, stepmother and grandmother, a dedicated friend to many, and a tireless advocate for children. She was a world traveler, expert gardener, incredible cook and an enthusiastic euchre player. She lived life to the very fullest, even in her final days, as she spent time with family and friends at her beloved Keuka Lake.

Jacque was born on October 6,1945, in Detroit, Michigan and grew up in South Bend, Indiana. She was the devoted daughter of Jack and Emmy Lou Cady, who met in the Armed Forces. Jacque received her Bachelor of Arts in French from the University of Indiana, and went on to receive a Master of Arts in teaching at Yale University, as well as a Masters of Business Administration from Harvard University. She taught French in the New Haven schools and lived in Boston before moving to Albany, New York, in the late '70's. There she worked for the State Legislature and met her husband of 37 years, Thomas R. Frey.

Jacque and Tom married in 1980 in Greenwich, NY, and she became the loving stepmother of Matthew, Kathryn, and Jennifer. She and Tom lived and worked in Albany and New York City, before settling in Rochester, a city they loved and committed much of their time to making a better place for all who lived there. In 1983, Tom and Jacque excitedly welcomed Sarah Cady Frey to the world. The three of them were each other's "people" and they loved spending time together. Always supportive, Jacque encouraged Sarah in every aspect of her life and taught her to love culture and community.

Jacque worked at Bausch and Lomb for 12 years, where she became the Vice President of Compensation and Benefits. It was during those years that she began advocating for early childhood education. She was active in the creation of the Early Childhood Development Initiative and joined Rochester's Child in 1992. After Jacque retired, she devoted herself full-time as a volunteer specializing in that area, and worked up until the time of her death to secure state, county and private funds for early childhood and summer education programs. In 2016, Jacque was recognized by the New York State Association for Education with the Champion of Children Award. She also pursued other volunteer activities including membership on the Action for a Better Community Foundation Board. In addition, she worked on behalf of various political campaigns and progressive causes and was an active member of the First Unitarian Church for many years, later enjoying the community of First Universalist Church.

Jacque is predeceased by her parents, Jack and Emmy Lou Cady, and her husband and favorite Zydeco dancing partner, Thomas R. Frey. She is survived by her daughter, Sarah Cady Frey; stepchildren, Matt Frey (Melissa), Kate Frey (Quentin Goble), Jenny Frey (David Jones); grandchildren, Celia and Griffin Frey, Ana Belle and Charlotte Goble.

A Celebration of her Life will be held Saturday, September 2nd, 10:30 AM, First Universalist Church,150 S. Clinton Ave., Rochester. A luncheon will be held at the church directly following the service. A Committal Service will be held at 9 AM at Mt. Hope Cemetery prior to the church service; for those interested in attending, please meet at the church at 8:45 AM.
